Statement of Compliance

Pursuant to the Open Public Meetings Act, Chapter 23, P.L. 1975 adequate notice as defined by Section 3D, Chapter 231, P.L. 1975 has been caused to be made to the following: The New Jersey Herald, daily and Sunday, AIM and the Advertiser-News, and is posted on the bulletin board reserved for that purpose in the Vernon Municipal Center.

Chairperson Report

Board of recreation meetings to return to 2 times a month. They will be the first and third Wednesday.

Discussion on working with PAL on recreation events. These events are the Christmas tree lighting and Halloween. PAL will be invited to attend a meeting to discuss.

Discussion on ordinance 10-18 going before the council. This discussion included rec board members and public only. This ordinance concerns open space funds. The tax was started in 2001 and discontinued in 2005. Approximately $900,000 is in the fund and there is matching funds of $1.5 million through the state that will be lost if open space money isn’t spent.

Mrs. Paladini explained differences of open space and Green Acres funds. Requested recreation board write a resolution opposing ordinance 10-18. Mayor Rinker is concerned with ordinance wording, it is not clear on what it says, what changes will be made and takes away input from boards and commissions.

Complaints concerning playground at Vernon Flats. The town manager has approved fixing. We still need a playground committee in the township and at least one playground be ADA approved.

Recreation Director Report

Discussion to change fees for using township fields. Mary questions this move due to finances of town and residents. The fee changes will take effect in January of 2011. More discussion and fee changes to be discussed at the August 4th meeting.

Bids on the community building were due but as of now none have been received. We may have to go back out to bid without the minimum requirement. Still no word on the football teams involvement.

New Business

Motion: The Vernon Township Recreation Board will write a letter to the council in nonsupport of ordinance #10-18 due to wording of ordinance and also concerning future of board.

Discussion followed concerning wording of letter and rec boards. Concerns with broadness of speech without clear understanding of ordinance.

During this vote there was a question posed concerning wording of letter in regard to activities. Mary said she would include this thought in letter. Motion passed.

Recreation board will set up a table at the PowWow on September 26, 2010.

Open to Public

Mrs. Paladini questioned why PAL was granted recreation programs back in March of 2010. This will cause recreation to lose money and in the end cost taxpayers. She had been told it was so it wouldn’t cost taxpayers but now it seems that recreation has lost and PAL is making money. Recreation director was not present when this decision was made between the town manager and the PAL.
