Statement of Compliance
Pursuant to the Open Public Meetings Act, Chapter 23, P.L. 1975 adequate notice as defined by Section 3D, Chapter 231, P.L. 1975 has been caused to be made to the following: The New Jersey Herald, daily and Sunday, AIM and the Advertiser-News, and is posted on the bulletin board reserved for that purpose in the Vernon Municipal Center.

Ordinance 10-18 went before the council and Mary read the letter from recreation not in favor. Not sure of date of second reading.
Recreation Director Report
Skate Park Information
Currently the group is looking for a location. Jamie Rickey has offered land and Mt. Creek has land available for them. They wish to keep it visible from the road. Once a location is set, more donations will be forthcoming. They would like the township to supply insurance for the park but as of yet they don’t have a price on insurance. They will check with Sparta and West Milford. It is recommended that they make a presentation to the town and recreation will support it. Once support from town is shown then more grants will be available to be applied for.
Motion: The recreation board will support and aid VSMO in their quest for a public skate park. We will assist them in looking at land options, information and grants. Support will be given at a presentation to the town. Unanimously passed.
Fees to Use Fields
Ideas for this to happen. Currently the camps pay nothing to use the fields. Tournaments run by PAL also are for free and these are not just Vernon Township residents. There is a fee for lights in the manual—are we enforcing that?
Ideas—Charge groups a fee to use fields, not the children signing up. Change the manual language so that participants are under a different qualification and therefore can be charged. Right now most are a category of non profits but at the same time not all residents.

Discussion on Ordinance 10-18
Mrs. Paladini spoke concerning meeting with EC chair and Harry Shortway about refusal to rescind the ordinance. Litigation will follow as there seem to be 2 areas of conflict. She sees a trend of how the council is moving recreation away from a town program, followed by open space.
The council members, aside from Mayor Rinker and Councilman Carson, are uninformed. When PAL took over rec programs it was done without a rec representative being there. Township clerk at the time felt that move wasn’t good for the township.
