Statement of Compliance
The following statement of compliance was read by Craig Williams.
Pursuant to the Open Public Meetings Act, Chapter 231, P.L. 1975 adequate notice as defined in Section 3D of Chapter 231, P.L. 1975 has been communicated from the Vernon Municipal Center to the New Jersey Herald and published on January 18, 2007. Notice is also posted on the bulletin board and filed with the office of the Township Clerk.

The roll call of members was called and Dennis Downey, David Gornstein, Gary Grey and Craig Williams answered the call.

Approval of Meeting Minutes
Dennis Downey made a motion to approve the May 8, 2007 minutes; Craig Williams seconded the motion.
Applications Under Review
PB #5-07-7: Vernon Center LLC—David Licata Revised Site Plan
As per the site plans, the EC agreed the application is impacting the ESAs, specifically the steep slopes. The EC discussed the ESA ordinance vs. the redevelopment zone.
The EC also discussed the impact on the town brook which has been nominated as a category 1 stream with a minimum of 150' buffer restriction.
The EC agreed upon the need for soil erosion prevention during construction due to varying elevations on site.
PB #3-07-3: Robert & Jean Martin—Revised Map
The EC agreed the application does not create significant environmental impact.
PB #5-07-5: Edward Talmo—The Cedars @ Black Creek Reserve (2) Architecturals
The EC commented that a tributary to the Black Creek runs alongside the property. The EC agreed to question what stream buffers will take effect.
ZB #5-07-4: Nextel Communications—Survey
The EC agreed the application does not create significant environmental impact.
ZB #5-07-9: Cellco Partnership d/b/a Verizon Wireless—Use Variance, Preliminary & Final Site Plan
The EC agreed the application does not create significant environmental impact.
ZB #5-07-8: Bruce Zaretsky—Architectural
The EC agreed that due to the Town Center location, the application does not create significant environmental impact.
Planning Board Liaison Report
David Gornstein advised that Woodmont Homes cannot resume any construction until the Highlands exemption is reinstated.
David Gornstein further advised that the storm water specialist has submitted his findings, comments and advise regarding the project.
The EC discussed the storm water report and the detention basins.
New Business
C-1 Stream Nominations
The EC discussed stream buffers and the effect on property owners. The EC mapped buffers on certain properties to determine impact.

Earthfest
Dennis Downey advised that the Earthfest committee is reviewing feedback in order to improve next year’s event.

There being no further items of business for the regular meeting, a motion was made by David Gornstein to adjourn the meeting; Denis Downey seconded the motion. The regular meeting of the Vernon Township Environmental Commission was adjourned at 9:28 p.m.
