Statement of Compliance

The following statement of compliance was read by Craig Williams.

Pursuant to the Open Public Meetings Act, Chapter 231, P.L. 1975 adequate notice as defined in Section 3D of Chapter 231, P.L. 1975 has been communicated from the Vernon Municipal Center to the New Jersey Herald and published on January 18, 2007. Notice is also posted on the bulletin board and filed with the office of the Township Clerk.

Roll Call

The roll call of members was called and Dennis Downey, Gary Grey, David Gornstein (arrived 8:10 p.m.), Brenda Susman, and Craig Williams answered the call.

Open Meeting to the Public

No members of the public were present.

Approval of Meeting Minutes

Brenda Susman made a motion to approve the January 23, 2007 minutes as amended; Dennis Downey seconded the motion.

Applications Under Review

PB #12-06-17: Patrick Turzi—Revised Site Plan & Storm Water

The EC reviewed the application and discussed the percentage of lot coverage. The application indicated total lot coverage as 48.7%. However, the EC’s calculation of lot coverage was in excess of 55%.

The EC agreed this issue would be remedied through the use of pervious pavement.

PB #3-7-03: Robert & Jean Martin—Minor Subdivision

The EC agreed the application does not create significant environmental impact.

PB #10-06-14: Woodmont Homes Inc.—Revised Site Plan & Wetlands Fill Removal Plan

David Gornstein advised the EC that the PB has declined hearing the application until the applicant receives all required state approvals.

The EC agreed to carry review of the application until PB issues are resolved.

PB #3-07-2: John Holmes/Maureen Dunlop—Lot Line Relocation

The EC agreed the application does not create significant environmental impact.

ZB #10-06-17: Sally Rinker

The EC agreed to draft a letter to the ZB referencing the land use ordinance which specifically points to the misuse of ESAs in this application.

Planning Board Liaison Report

David Gornstein advised that the PB meeting was cancelled.

Old Business


Brenda Susman gave an update on the Earthfest planning.


David Gornstein suggested the EC present the town with a budget requesting funds for Earthfest. The EC discussed and agreed to speak with the Chamber of Commerce and offer to join the chamber in a joint request for funds from the town council.

Draft Resolution re: Environs

The EC discussed the revisions to the Environs letter.

Austin Carew entered the meeting at 9:29 p.m. and took part in the discussion. Mr. Carew asked the EC what they hoped to accomplish from the Environs letter.

Craig Williams responded that the purpose of the Environs letter is to provide the town council with information and create an awareness within the town council of the commitment the town made with regard to the environment.

The EC agreed upon the revisions and agreed to submit the letter to the town council.

All present were in favor.


There being no further items of business for the regular meeting, a motion was made by Dennis Downey to adjourn the meeting; Gary Grey seconded the motion. The regular meeting of the Vernon Township Environmental Commission was adjourned at 10:05 p.m.
