The regular meeting of the Vernon Township Economic Advisory Committee meeting was convened at 7:00 p.m. on Tuesday, March 3, 2020 in the Vernon municipal building, 21 Church Street, Vernon, New Jersey.


Pursuant to the Open Public Meetings Act, N.J.S.A. 10:4-6, adequate notice of this regular meeting has been provided to the public and the press on January 3, 2020 and was posted on the bulletin board the municipal building in accordance with the Open Public Meetings Act.

Evan Kovach, marketing director for Mt. Creek was in attendance. EDC Chair Sally Rinker thanked Evan for attending the meeting and asked him if the EDC could tap into some of his marketing expertise. He spoke of combating negative perceptions about Vernon which are responsible for recreation and political turmoil. He also spoke of building a brand combining commerce with nature. Evan stated that Mt. Creek was on a good path working with our new mayor, Howard Burrell. He agreed that creating web pages to promote the existence and helpfulness of the EDC was a good idea. He said Mt. Creek was working on food offerings concentrating on “fast and fresh.” Evan stated the need and benefits to be working with us going forward.

The EDC proposed to Evan a joint effort between the town and Mt. Creek to have Christmas decorations along Rt. 515 and Rt. 94 and that snowflakes would be larger than the ones the town has put up in the past. We all agreed this could be a good idea and should work towards its plan.


Open Meeting to the Public—Jen Lubliner motioned to open the meeting to the public. Elmer Platz seconded the motion. All were in favor. There were no members of the public wishing to speak. Ed DeYoung motioned to close the meeting to the public. Seconded by Elmer Platz. All were in favor.


Ed DeYoung motioned to approve the minutes. Seconded by Ron Williams. All were in favor.


Chairperson Sally Rinker passed out copies of the approved EDC agreement for members to sign and will return copies to each.

Ron Williams opened the discussion of the town-wide re-evaluation. He stated he is hearing wide spread discrepancies among the evaluations and has great concern for the tax implications. Elmer stated he’s seen as high as 35% increases. Ed DeYoung stated that the BOE business administrator claimed there was a large decrease in assessed value. Elmer Platz suggested getting correct information from the town.

Elmer Platz addressed the Highlands—Rural Enterprises Zone to be an incentive for towns as the tax rate would be lower.

Ron Williams offered discussion regarding the business at Meadow Burn Farms which was having difficulty with their plans to operate a store. Sally Rinker stated this issue was being addressed at the township in various departments which needed to be satisfied before approvals could be granted.

Jeniffer Lubliner has been working on the new EDC web pages and she agreed to meet with chair, Sally Rinker.


Sally Rinker reported that on February 15th, Mayor Burrell, Jen Lubliner, Ed Deyoung, and she attended the grand opening of Magnolia’s Beauty Salon on Rt. 515. The event was very well attended.

Jenifer Lubliner and Sally Rinker went to the beautification committee meeting on February 18th, but it was cancelled.

Sally Rinker reported that during her meeting with Mayor Burrell on February 14th, he said he asked for $5,000 to be put in the budget for the EDC. Mayor Burrell also approved the purchase of EDC flyers and the placing of them in the municipal building. We also spoke of a press release to the public for the new EDC and a plan for a presentation at a council meeting in April regarding our objectives.

Sally Rinker also mentioned the value and benefits of the accomplishment of the Western Scenic Byway in Vernon and suggested a presentation to showcase the economic benefits of the byway in our town.

A mention was made of the event “A Taste of Vernon” sponsored by the Vernon Chamber of Commerce was coming up on April 27th.

Elmer Platz motioned to adjourn the meeting. Seconded by Ron Williams. All were in favor.
